Council Highlights: October 6, 2025

The final Council meeting of this term is in the books!

 
Here are some highlights:

 
➡ Council awarded several Grants to Organizations. They included $1,000 to the Peace River Art Club, $3,563.60 to Miserable Miles, $956.40 to the Northern Lites Speed Skating Club, and $200 to the Town of Peace River Library.
 
➡ Council heard that Administration finalized a Memorandum of Understanding with the Arbo Revitalization Initiative Committee to guide a nine-month term project at the Arboretum, allowing new signage, tree planting, power installation, and painting of park structures. The Town will assume long-term maintenance of the power system, with annual operating costs of $500 to $750 budgeted for 2026.
 
➡ Barb Miller, Chief Administrative Officer, informed Council that the Town will begin enforcing left-of-centre turns, such as crossing the single-yellow line downtown to the left to go into an angled parking space. The Protective Services Department will begin educating drivers regarding this rule, particularly downtown, which comes with a $243 fine.
 
➡ Council directed Administration to request a meeting with Devin Dreeshen, Minister of Transportation and Economic Corridors, during the 2025 Alberta Municipalities Convention, and identified priority topics for discussion.
 
➡ Council authorized the signing of a revised Master Services Agreement with Peace Library Systems.
 
➡ Administration provided Council with a summary of all actionable motions from the 2021 to 2025 term, totalling 612 motions. Of those, 580 were completed, 23 remain active, 3 were assigned but not yet actioned, 6 were deferred or rescinded, and 3 were recommended for repeal. The list excludes routine or informational motions and serves as a tracking tool for administrative follow-up. Following that, Council rescinded the three recommended motions mentioned, as they are either no longer relevant or didn't get actioned in time.
 
➡ CAO Miller delivered a lengthy briefing note on the Department of Protective Services with regards to allotment of time spent towards encampment enforcement and 'boots on the ground' vs other competing priorities. You can read the full note in the agenda.
 
➡ Council received an update on a riverbank maintenance request. Previously, Council had directed Administration to address the request by hiring an environmental consultant, funded in the 2025 budget. Due to delays caused by hosting an evacuation centre this spring and summer, the RFP for the consultant is now expected to be issued in late October or early November 2025, with public engagement and a final report to Council planned for the new year.
 
Then there were a bunch of reports, and that did it for the final Council meeting of the 2021-2025 term!
