➡ Shaun Jacobsen, Municipal Energy Manager, gave a presentation on the Energy Management Program at the Town. It's pretty thorough! ➡ Council rescinded the Substance Abuse Policy, as it had been replaced by a more comprehensive Health and Safety Directive on Impairment in the Workplace that aligns with best practices.
➡ Council directed Administration to send a letter to the Minister of Public Safety and Emergency Services, advocating for an amendment to Provincial Legislation to allow Community Peace Officers to be authorized carriers of CEWs (Conductive Energy Weapons). CPOs increasingly respond to incidents involving violent, aggressive, intoxicated, and mentally distressed individuals. A CEW provides an intermediate force option intended to safely gain control of violent subjects while reducing the likelihood of serious injuries. Currently, CPOs are not authorized to carry CEWs.
➡ Ron Cust, interim Director of Infrastructure and Development, provided an update on current Public Works projects. Among other updates that you can see in the report, these are some of the projects being worked on this summer:
🚧 Sidewalk Maintenance - Part one has been completed with the trip edges being shaved down. Step two has been approved for the resurfacing of heavy pitted sidewalks on 101 Street in the south end.
🚧 Glenmary sidewalk (89th Avenue Sidewalk) - Project has been awarded within approved budget. Public Works will be doing the removal of storm catch basin in order to keep this project within the $250k approved budget.
🚧 101st slide area/storm repair – Project has been awarded with work start date slated for July 18 with an estimated completion date of Aug. 18, 2026.
🚧 Line Painting - Line and curb painting has been started with Public Works doing hydrants and no-parking curbs in west side of town along with some crosswalks. Contractor will be doing curb, centre line, parking stalls, and crosswalks throughout the town.
🚧 Trail paving project - Tender has been awarded and paving is expected to start July 20. Trail location runs along the dyke at 94 Street, spanning from approximately 88 Avenue to 91 Avenue.
🚧 Paving and overlay projects (2026) - 78 Street from Walmart to 106 Ave intersection on 80 Street. Also a collaborative project with TEC, slated to commence July 12th.
➡ Council approved a Residential Municipal Property Tax Incentive (pilot) for proposed development of a single detached dwelling at 9815 98 Avenue (Lot 17, Block 1, Plan 7152BA) for four years following completion of the proposed development, with the following stipulations: the dwelling must be completed in accordance with the approved development permit; tax incentive will commence upon completion of the development; development must be complete within 2 years after receiving the approved development permit, application for which must not be unreasonably delayed; and the incentive applies only to the municipal portion of property taxes and only on the improvement portion of the property taxes, as follows: 100% in the first year, 75% in the second year, 50% in the third year, 25% in the fourth year.
➡ Kayla Parsons, interim Chief Administrative Officer, provided an update on economic development initiatives over the past year and a half.
