Statement: Rural Renewal Stream Program Pause

The Town wishes to provide clarity regarding the current pause on new applications under its Rural Renewal Stream program.

The decision to pause intake was not taken lightly. The Town recognizes the significant impact this pause has on local employers and workers. However, the Town is required to operate within restrictions imposed by both the federal and provincial governments and has no authority to modify or override these requirements.

At the federal level, Immigration, Refugees and Citizenship Canada (IRCC) has implemented a controlled immigration framework beginning in 2026 under Canada’s Immigration Levels Plan and subsequent policy reforms. These measures include reduced permanent resident admissions, capped temporary resident populations, and increased discretion for provinces to limit intake in response to system capacity and settlement pressures. The 2026 planning framework explicitly prioritizes sustainability, processing capacity, and alignment with housing and service availability, resulting in fewer overall nomination spaces for provincial and rural economic pathways.  

As a direct result of reduced federal nomination allocations, the Government of Alberta has introduced significant changes to the Alberta Advantage Immigration Program (AAIP), effective January 1, 2026. These provincial changes include annual endorsement caps for each designated rural community, one year expiry periods on endorsement letters, stricter eligibility requirements for in Canada applicants, and a more selective, occupation based endorsement model under the Rural Renewal Stream. These measures are mandatory and are intended to ensure that provincial nominations remain within federally allocated limits.

Due to these provincial regulations, the Town has paused acceptance of new applicants under the Rural Renewal Stream. There is no flexibility at the municipal level to increase endorsement numbers, extend endorsement validity periods, or accept applications beyond the limits established by the Province of Alberta.

While new applications are currently paused, the Town continues to work with candidates who have been selected by the Alberta Advantage Immigration Program to complete and submit applications through the Rural Renewal Stream until the Town’s allotted number of provincial endorsement spots is fully utilized.

The Town understands the frustration and disruption these changes may cause for employers, workers, and their families. However, these decisions are driven by federal and provincial direction, and municipal governments are required to comply fully with those directives. 

At this time, the Town has no additional information regarding future application intake or changes to provincial or federal immigration limits. Should new guidance, allocations, or program adjustments be provided by the Government of Alberta or the Government of Canada, the Town will review them promptly.
